Govt gets Rs 555 cr TUFS claims

The government stated that under a scheme for technology upgrade of the textiles industry, it received subsidy claims amounting to Rs 554.62 crore.

This was said by the Minister of State for Textiles Panabaaka Lakshmi informed the Lok Sabha in a written reply.

Meanwhile, the textiles industry gets subsidy under the Technology Upgradation Fund Scheme (TUFS) for modernization and installation of advanced machinery.

The minister added that on the back of overwhelming response of the scheme, there is a gap between subsidy requirement and budget outlay.

The budget outlay for TUFS for the next fiscal is Rs 2,400 crore.

Lakshmi said a committee has prepared a financial package and the proposal is under examination.

It was set up to look into the problems of high cost of working capital and choking of credit lines in the handloom sector.

The committee has proposed waiver of overdue interest and loans of Handloom Weavers” Cooperative Societies.

Meanwhile, a study by Assocham stated that from the estimated $10 billion currently, the size of domestic technical textiles industry might almost double by 2014-15.

It produces specialized variants of the commodity used for industrial purposes.

It said that the reason for growth of the sector is raising consumption of these items mainly by the middle-class.

Earlier, Mr. Dayanidhi Maran, Textiles Minister has announced that the government is actively considering a loan waiver scheme for weavers on the lines of the farm loan waiver programme.

Mr. Maran said the proposal is with the Finance Ministry and is under active consideration.

He said the government had launched an insurance scheme for weavers that were availed by 17 lakh weavers in 2009 and this year 18 lakh weavers had availed of the scheme.

There are 25.24 lakh handloom units, most of the units except a few in Orissa and Kerala were functional at present.

However, from last quarter, resurgence in textile exports have been reported on month-to-month basis, he added.

Meanwhile, in the recent budget announced last week, the finance minister proposed launch of an extensive skill development programme in the textile and garment sector by leveraging the strength of existing institutions and instruments of the Textile Ministry.

Through these instruments, the Ministry of Textiles has set an ambitious target of training 30 lakh persons over 5 years. Moreover, through this, the resources of private sector will be harnessed by incentivizing the training through an outcome -based approach.

Apart from this, one-time grant of Rs.200 crore to the Tamil Nadu Government towards the cost of installation of a zero liquid discharge system at Tirupur was proposed to sustain the textile cluster for knitwear, which provides livelihood to lakhs of persons, without undermining the environment.

With this, the industry, which provides livelihood to lakhs of persons will now be able to do so without undermining the environment.
